 PENNANT RULES

SEASON 2018-19
NOTE:
From here on Midweek Pennant will be abbreviated as (MW) and Weekend Pennant will be abbreviated as (WE). Where the words Match Committee are it relates to the relevant CVBD Match Committee (MW) or (WE)
1 Pennant Competition Rules
 (A) Pennant Green fees to be set by individual clubs.
 (B) (MW) Pennant to be played on Friday. Tuesday to be used if required.
 (C) (i) (MW) Pennant to be 3 Divisions 1, 2 & 3,consisting of 4 players per rink. 3 rinks for Division 1 & 2 and 2 rinks for Division 3.
       (ii) (WE) Pennant to be 5 Divisions 1, 2, 3, 4 & 5, consisting of 4 players per rink. 3 rinks for Divisions 1,2,3,4,& 2 rinks for Division 5.
 (D) Match Committee will only accept queries from Club Match Committee Chairperson / Pennant Selectors (NOT INDIVIDUALS).
 (E) (i) Each competing side shall play matches, as drawn, using the following Scoring System: 10 points a win, 5 points for a tie, 2 points per winning rink and 1 point for a drawn rink.
      (ii) In the case of a forfeit, the opposing team shall be awarded all points and +15 shots. The forfeiting team shall receive NO points and -15 shots.
      (iii) Byes: Even rounds played for the season, points will be assigned as follows: the team with the Bye shall be awarded all points and +15 shots
 (F) If a club has sides in more than one division and a side is withdrawn, it must be the side in the lowest division.
 (G) In all matches 25 ends shall be played.
 (H) (i) All teams are to be entered on each Club’s Google Sheets for the website (MW), by 5 pm Wednesday (including teams with byes) and (WE) by 5 pm Thursday (including teams with byes).
      (ii) The computerized draw for rink matches will be completed at 5 pm Thursday for MW and 5 pm Friday for WE.
      (iii) Teams will be monitored for changes after this draw is completed. Only necessary changes are to be made. Penalties will be applied by the CVBD Board if unnecessary changes are made.
 (I) Attire:
      (i) It is the responsibility of the Club President to ensure that all members of a pennant side or representative team are correctly attired at all times.
      (ii) Headwear for Pennant, Division, Region and State Events MUST NOT have any logo except for the Bowls Australia Logo, ie no Henselite or any manufacturers logo. Club caps are allowed ie Club name and/or logo.
      (iii) If a club fails to comply with the BV Regulations for Attire for a pennant match, and a formal complaint is made by the opposing club to the Match Committee Chairperson, the Match Committee will then take action relevant to the misdemeanor, which can result in either a fine, loss of points or forfeiture of the Match. 
 (J) Each club shall appoint a Club Greens Director who shall be responsible for determining whether, or not, a green is fit for play on any day. The names of the Greens Director so appointed and a deputy Greens Director shall be notified to the Secretary of the Division on or before the date of the Annual General Meeting each year. 
 (K) Pennant games team result sheets must be forwarded to pennant recorder by 5pm (MW) & 7pm (WE), on the day the event was scheduled whether played, abandoned or byes. All count towards a player’s eligibility to play in finals. Failing to carry out this By-Law will result in all points being disallowed for that game, if played.
 (L)   All players shall be affiliated members of the Club with which the player is identified for competition.
 (M) If more than one side is fielded by a club in the same Division, then the side shown as side 1 for that club in the pennant draw is the higher numbered side, for the purpose of the Rules:
     (i) in Pennant Competition(s) comprising sides from one or more Divisions, or
     (ii) in Region competition(s) comprising sides from one or more Divisions.
 (N) The club shall be graded in numerical sequence as 1,2,3,4 etc in descending order of their seniority.
 (O) Sides will be filled by available players in descending order of seniority. If there are insufficient players available to fill all sides entered by the club in the pennant competition the lowest numbered side will be the side which forfeits.
 (P) An individual bowler may only bowl once per round, irrespective of dates. A bowler may play both MW and WE pennant.
 (Q) Pennant Practice - (WE) Before 12 noon on the day of the match any Club can practice on any rink other than the rinks on which the match is scheduled to be played.
 (R) Roll Ups -A two end roll up prior to starting time for the match shall be permitted but no roll up is allowed after scheduled starting time of play.
 (S) Matches to begin at
      (i) (MW) Pre-Christmas - Welcome 9.30am followed by 2 trial ends (1 each way) at 9.45am. Play to commence after trial ends. LUNCH to be TAKEN 2 hours after start of play.
      (ii) (MW) After Christmas - Welcome 9.00am followed by 2 trial ends (1 each way) at 9.15am. Play to commence after trial ends. LUNCH to be TAKEN 2 hours after start of play.
      (iii) (WE)1:30 pm for standard games OR where Match Committee approval has been granted. Non-Standard games to begin between 6 00pm Friday evening and 6:00pm Sunday (starting time).
      (iv) Sides to be allowed 30 minutes grace. Should one of the clubs fail to appear within the stated time, the club ready to commence play may claim the match, except in the case of an accident in transit.
 (T) The Home side must appoint an Umpire who must: -
      (i)   Ensure that all measuring equipment is available at the playing greens.
      (ii) Check all bowls in accordance with Laws of the Game of Bowls in Australia Rule 43 2 1 1 page 65. The umpire may delegate opposing skips to carry out this duty.
      (iii) Have a copy of the Laws of the Game of Bowls in Australia and the CVBD current year book for pennant play at the green.
 (U) The position of respective rinks. All rinks must be suitably marked out for play. When playing on a ditch rink, at least one half rink must be allowed on either side of permanent rinks. Overall Master Boards are required.
 (V) The Chairperson of the CVBD Match Committee must be notified, if:
      (i)   a Club desires to change the venue of a match;
      (ii) or allocated day or start time of play.
 (W) Men playing in Midweek Pennant Competition must only play as leads or second [This rule comes under The Equal Opportunity Act 72(i)(b) ‘Under Represented Group’].
 (X) Slow Play - Delaying play. If the umpire, either by their own observation or on appeal from one of the skips or the opponent in singles, decides that a player is unnecessarily delaying the delivery of the player’s bowl:
      (i) on the first occasion, the umpire will warn the player;
      (ii) if the player commits the same offence a second time, the end will be regarded as completed and the opponents of the offender will score as many shots as there are bowls in use by such opponent.
      (iii) If the player offends a third time the game will be forfeited to the opponent.
 (Y) Players eligibility when a club have a Bye in a Division
      (i)   a player is ineligible to play in any other Division where that players Division has the bye.
      (ii) where a club receives a bye the team sheet for the bye must read the same as the previous week’s team sheet.
 (Z) Club Discs are to be used by all Club players for pennant.
(AA) Death of a player on the green: the match shall be abandoned and deemed to be a tie. However, during Pennant Finals or State Events the game will resume at a date and venue decided by the CVBD Match Committee, with the scores and cards as they were at the time of abandonment. The score cards are to be given to the Controlling Body.
 
2 CVBD Pennant Heat Rules
All temperature readings are to be via Bureau of Meteorology’s weather station at Deniliquin.
      (i) (MW) play shall cease when temperature reaches 37c and the match will be suspended. Match results ref 3(D) and 3(G).
      (ii) (WE) play shall cease when temperature reaches 40c and the match will be suspended. Match results ref 3(D) and 3(G).
      (iii) It is the duty of the 2 senior team managers to monitor the temperature prior to start of play and on days of high temperatures regularly throughout the match. CVBD advise bowlers it is their own decision whether they bowl or not in extreme heat. If you elect to play in the extreme heat – wear a hat, drink water regularly, and when possible, seek shaded areas.
 
3 Games Interrupted or cancelled by adverse conditions
    (ie heat, rain or lightning), the following Rules shall apply:
 (A) The CVBD Match Committee shall be the sole authority for determining on any day, whether or not, a pennant fixture game shall be rescheduled in the event that the forecast temperature is above the cut-off temperature. These games will be rescheduled for 9 am Friday (MW) and 9:30 am Saturday for (WE). This determination must be made the day before (following checking of the BOM forecasts). The Match Committee Chairman will notify the Secretary of the Division and the Secretaries of each club as soon as possible, but not later than noon Thursday (MW) and noon Friday (WE).
 (B) If the Greens Director or, in the Green Directors absence, the deputy Greens Director declares the green or greens unfit for play the Greens Director shall communicate with the CVBD Match Committee notifying that the greens are unfit for play.
 (C) Due to either a rain or heat delay, starting time may be extended up to one hour.
 (D) If, over half of the venues, in a Division, have been declared unfit for play due to adverse weather, the Match Committee declare all games on that day to be abandoned and no pennant points shall be awarded, including walkovers or byes.
 (E) In the case of an abandonment, the following will apply: (i) If a match is abandoned before or during play before a result is obtained each Side will share equally the maximum points available for that match.
      (ii) If a match is abandoned during play and a result is possible, the points will be allotted as if the match had been completed with the points for team wins and shots allotted on the scores as they stand at the time of abandonment.
 (F) (i) When play for the day has commenced and is thereafter stopped owing to adverse weather, it shall not be resumed if the Club Green Director or the deputy Greens Director declares the greens unfit for play.
      (ii) If otherwise, the Managers of each side shall mutually decide whether to resume play and failing agreement between them then the decision shall rest with the umpire.
 (G) Notwithstanding the foregoing, the Match Committee or the Club Greens Director shall, at all times, have power to cancel a game if, due to adverse weather, such green or greens cannot be prepared for pennant or become unsuitable for play and subject to subparagraph 1(V) and another venue cannot be arranged, the pennant points shall be shared between competing sides.
 
4 Borrowed Players, Substitutes and Amalgamated Teams
 (A) Any club shall be permitted to borrow one (1) registered player per rink from another Club, Division, Region or State for any pennant game during the home and away season.
 (B) Borrowed players may play in any position other than Skip and must play in the club’s lowest numbered side.
 (C) Clubs requiring borrowed players must notify the Team Manager of the opposition team.
 (D) Umpire of the day to be notified re borrowed player/s.
 (E) No player may be borrowed for finals matches.
 (F) Borrowed player/s must remove their Club’s discs (no player is allowed to use another club’s discs).
 (G) Incomplete side: In a fours side (ie Pennant) and a team is one player short, each player plays 2 bowls. 6 bowls in total (lead, third and skip) against 8 bowls.
 (H) Substitutes after commencement of play. A club may, subject to BA Law 2 3 6 1 page 117, arrange for a substitute.
 (I)   Clubs may form amalgamated teams to play in lowest division with approval by CVBD Board.
 
5 Qualifying for Finals - Composition of Sides
 (A) Interchange of Players Prior to the last four rounds of Pennant (not including Finals) there will be no restrictions on the movement of players. For the last four rounds of pennant (not including Finals), no side will include more than three players who have played the majority of their games during the season in a higher numbered side.
 (B) In the finals, a side can include a player who has played more than four games in a higher numbered side if that player has also played four or more games in the side concerned and/or any lower numbered sides (including byes).
 (C) If a Club is uncertain of having enough qualified players under Rule 5(E), it can apply to the CVBD Match Committee to play an affiliated (but unqualified) first or second year bowler. If permission given this player can play in any position other than Skip.
 (D) In any post sectional knockout match a side will not include any player who during the current season has played less than four games for the club.
 (E) If a player has played in a lower grade final (even if the player’s side was knocked out) the player can play in a higher grade final.
 
6 Pennant Finals
 (A) If, when all ends have been played, the scores are equal - an extra end or ends per rink shall be played until a decision has been reached WB Law 28 page 39.
 (B) Clubs with similar discs - CVBD Match Committee will provide alternative discs to one side.
 (C) (MW) Lunch to be taken 2 hours after commencement of play
 (D) Death of Player on the green. The game shall be resumed at a date and venue decided by the CVBD Match Committee, with the scores and cards as they were at the time of abandonment. CVBD Representative to hold score cards. (E) Green fees as set by CVBD Match Committees and Club/s staging finals.
